Sólo tienen derecho a sufragar los individuos cuyos nombres y apellidos figuren en las listas de sufragantes de que trata el inciso 2º del artículo 96 y los que obtengan y presenten el certificado respectivo en la forma determinada en el artículo anterior. Esto sin perjuicio de acreditar la identidad personal cuando el jurado de Votación dude de ella.
