La suma destinada a la Normal Rural de Mogotes se pagará, previo el lleno de todos los requisitos legales y reglamentarios, a la Dirección de dicho establecimiento, con la obligación de constituir fianza de manejo y rendir cuentas a la Contraloría General de la República, sobre lá inversión del auxilio.
