Art. 9º Los expedientes que existan en los Tribunales y Juzgados sobre los negocios de competencia de la Comisión serán enviados a ella.

Asimismo presentarán directamente a la comisión sus reclamaciones á los interesados cuyos expedientes no se hallen en aquel caso.
