Requisitos de eficiencia . Las entidades que pretendan operar el juego de lotería tradicional demostrarán que están en capacidad de cumplir con los requisitos de eficiencia de que tratan los artículos 50 y 51 de la Ley 643 de 2001 y en la Resolución 4738 de 2004, expedida por el Ministerio de la Protección Social, o la que la modifique, adicione o sustituya.
