Artículo quinto. La dirección del Ministerio corresponde al Ministro quien ejercerá las funciones contenidas en el Decreto 1050 de 1968, con la inmediata colaboración del Secretario General. El Ministro será la primera autoridad técnica y administrativa en el sector de comunicaciones.
