Art. 64. Los particulares que en hora de audiencia soliciten al Ministro deben hacerse anunciar por el Subsecretario ó por quien haga sus veces, y aguardar en la sala de espera á que sean introducidos. En consecuencia, les es prohibido permanecer en las Oficinas de Despacho de las Secciones mientras no fueren invitados á ello. Tampoco podrán formar tertulia entre sí ó con los empleados en las mismas Oficinas ni imponerse de los asuntos que cursen en ellas.
