Artículo cuarto. Los.empleados públicos .que estando al servicio del Ministerio de Educación Nacional fueren incorporados en los cargos que se crean por este Decreto, no se entenderán desvincular del servició para ningún efecto legal y no requerirán otra normalidad para su posesión que la firma del acta respectiva.
