º QUÓRUM Y MAYORIAS. Los Consejos y sus comisiones permanentes no podrán abrir sus sesiones ni deliberar válidamente con menos de la tercera parte de sus miembros. Las decisiones requerirán de la asistencia de la mitad más uno de los miembros y la aprobación de proyectos o proposiciones necesitará siempre el voto favorable de la mitad mas uno de los asistentes salvo los casos en que la ley exija una mayoría diferente
