Las Audiencias Públicas Consultivas no tienen carácter vinculante, y su finalidad es la elaboración de un listado preliminar de proyectos prioritarios de inversión, de lo cual se dejará constancia en el acta de la audiencia. Las Audiencias Públicas Consultivas serán presididas por un miembro del Gobierno, y la Secretaría Técnica será ejercida a través del Departamento Nacional de Planeación. Las Audiencias se podrán transmitir por un medio de comunicación, de cubrimiento departamental o nacional.
