La presente ley rige a partir de la fecha de su publicación y deroga el inciso 5º del artículo 23, los incisos 3º y 4º del artículo 32, los artículos 39 y 62 de la Ley 179 de 1994, 78 de la Ley 38 de 1989 y sus modificaciones contenidas en el inciso 18 del artículo 55 de la Ley 179 de 1994 (Ley 225 de 1995, artículo 33).
