Cuando el suplente que debe ser llamado no estuviere en la capital de la república, se le llamará sin embargo, e ínterin se presenta o toma posesión, se debe llamar al suplente que se halle en la capital, o en el lugar más próximo a ella, sin atender al orden numérico, el cual, no obstante, ha de observarse respecto de los suplentes que se hallen en iguales condiciones de proximidad.
