Las sumas a que se refiere esta Ley se incluirán de preferencia en el Presupuesto de la próxima vigencia, y si así no se hiciere, el Gobierno queda ampliamente autorizado para hacer las operaciones presupuestales que se requieran para la efectividad de esta Ley.
