Art. 1.° Son Recaudadores y como tales responsables del Erario, y tendrán á su cargo el expendio de las estampillas postales, los portes de las correspondencias " é debe'' y el derecho de apartado: El Oficial de encomienda* de la Agencia postal nacional de Barranquilla; El Superintendente en cada una de las de Colón y Panamá, y El Agente postal de cada una de las Agencias de Barranquilla, Cartagena, Riohacha, Santamarta y Tumaco.
