Art. 4.° La admision definitiva en la Universidad será decretada por un Consejo compuesto del Secretario de lo Interior i Relaciones Esteriores de la Union, el Rector de la Universidad i el de la Escuela en que pretenda cursar el alumno, con vista del espediente orijinal, formado por el Jefe superior del Estado, al cual se acompañará la dilijencia de exámen i copia del documento de fianza.
