° Si se temiere fundadamente una guerra internacional, el pié de fuerza podrá elevarse a seis mil hombres de tropa.

Parágrafo

En este caso se autoriza al Poder Ejecutivo para organizar de la manera que a bien tenga, como fuerza naval, una parte del espresado número de tropa, con sus respectivos oficiales.
