Los proyectos de que trata el artículo 14 del Decreto legislativo número 2906 de 1965, y que se sometan a aprobación del Departamento Administrativo de Planeación, se referirán tanto a los programas y proyectos que se financien con fondos provenientes del Presupuesto Nacional, así como también a los demás que se ejecuten con fondos propios de los distintos Institutos Descentralizados que los realicen.
