Fomento de la educación para la rehabilitación social. Los Gobiernos Nacional y de las entidades territoriales fomentarán la educación para la rehabilitación y reinserción de personas y de grupos sociales con carencias y necesidades de formación. Lo harán con recursos de sus respectivos presupuestos, directamente y a través de contratos con entidades privadas sin ánimo de lucro y de reconocida idoneidad.
