Artículo tercero. El Gobierno Nacional queda facultado para suprimir, fusionar y crear dependencias y autorizado para abrir los créditos y efectuar los traslados presupuestales necesarios para el cumplimiento de la presente Ley, sin afectar las partidas destinadas a inversión.
