Los recursos que el Ministerio de Hacienda y Crédito Público, Dirección General de Crédito Público y Tesoro Nacional, entregue a los órganos y entidades financiados con recursos de la Nación, no tendrán por objeto proveer de fondos las cuentas bancarias oficiales, sino atender los compromisos y obligaciones asumidos por ellos frente a su personal y a terceros, en desarrollo de las apropiaciones presupuestales legalmente autorizadas (Art. 10 Decreto 630 de 1996)
