Con el fin de incrementar una mayor producción agrícola y ganadera en importantes regiones del Departamento de Córdoba, y de vincularlas entre sí y con la capital del Departamento, incorpórase a la red de carreteras nacionales y al plan de vías a que se refiere la Ley 12 de 1949 , la carretera que partiendo de la ciudad de Lorica y pasando por la población de San Bernardo del Viento, cabecera del Municipio de este mismo nombre, y por la población de Las Flores, Municipio de Lorica, termine en un punto de la carretera Montería - Puerto Rey.
