Artículo primero . Para el otorgamiento de préstamos especiales dedicados a la compra de ganado de cría y fomento de la ganadería de que trata el artículo. 7° del Decreto legislativo número 1594 de 1966, el Gobierno por conducto del Ministerio de Agricultura contratará el servicio de crédito que deberá ser dirigido y controlado, con el Banco Ganadero.
