º . Modificar el numeral 4 del artículo 5º del Decreto 4299 de 2005, el cual quedará así: "4. Memoria técnica que incluya la descripción de la refinería, ubicación, capacidad, especificaciones de calidad de los productos a producir, el monto de las inversiones, tipo y procedencia del hidrocarburo en la carga a la refinería y el volumen de producción de cada uno de los productos".
