Art. 100. En el ramo de Instrucción pública primaria no habrá más empleados que los determinados en este Decreto; pero las Asambleas departamentales podrán crear otros, pagados con fondos del Departamento, siempre que, por circunstancias especiales, se juzgare conveniente la creación de algunos nuevos.
