Art. 89. El Consejo de Estado se compondrá de siete individuos a saber: el Vicepresidente de la República, que lo presida, y seis Consejeros nombrados conforme a la Constitución.
Los Ministros del Despacho tienen voz pero no voto en el Consejo.
