El Gobierno nacional en ejercicio de las competencias permanentes conferidas mediante el numeral 16 del artículo 189 de la Constitución Política y de la Ley 489 de 1998, adoptará la estructura interna y la planta de personal que requiera el Ministerio del Deporte para su funcionamiento, y podrá adelantar la modificación de las funciones de la entidad con las necesidades del servicio y las transformaciones del Ministerio del Deporte.
