Conforme a lo dispuesto por los artículos 11 y 12 de la Ley 80 de 1993 y por el inciso primero del artículo 2º del Decreto 2681 de 1993 y, salvo que se trate de créditos de proveedores, las operaciones a que se refiere el Decreto 2681 de 1993 sólo podrán ser celebradas en nombre de la Nación por el Presidente de la República y por los funcionarios en quienes se delega esta facultad por el presente decreto.
