Delégase en les Ministros y en los Jefes del Departamento Administrativo la facultad de contratar en; nombre de la Nación colombiana, empréstitos internos cuando la cuantía sea inferior a diez millones de pesos ($ 10 000.000.00) y externos cuando la cuantía sea interior a quinientos mil dólares estadinenses (US$ 500.000.00) o a su equivalente en otra moneda extranjera.
