º . Modifícase el numeral 8 del artículo 23 del Decreto 4299 de 2005, el cual quedará así: "8. Atender únicamente el sector comercial, industrial, agrícola y/o de servicios que no se encuentre dentro de la categoría de gran consumidor, es decir, aquellos usuarios que consuman cantidades iguales o inferiores a diez mil (10.000) galones al mes de combustibles líquidos derivados del petróleo y que cumplan con los términos y condiciones señalados en el
