° El derecho a esta subvención será por el tiempo en que el Congreso vote en los respectivos Presupuestos la partida necesaria para pagarla. El pago se efectuará por semestres vencidos en Bogotá, o en la Aduana de Buenaventura, previas las formalidades que exige el Código Fiscal; y será ordenado por el Ministerio al cual quede adscrito el Ramo de Fomento.
