Recibido el proyecto, la comisión decidirá por mayoría absoluta de votos de quienes la componen, si requieren ser previamente adoptado, por tratarse de alguno de los casos a que se refieren los ordinales 2º,3º,4º, y 5º del artículo 76 de la constitución, o si simplemente debe seguir el trámite ordinario.
