Fondos especiales de inversión. Los fondos especiales a que se refiere el artículo 5° de la Ley 56 de 1981 serán manejados por la respectiva Tesorería Municipal, mediante una cuenta especial que será fiscalizada por la Contraloría del respectivo Departamento o Municipio, si la hubiere. El Tesorero Municipal expedirá las constancias correspondientes al recibo de los dineros de que trata el citado artículo 5°, a favor de la entidad propietaria de la obra y en la misma fecha en que se produzca el pago.
