El Ministro de Hacienda y Crédito Público presentará el proyecto de Presupuesto, por duplicado, a la Secretaría de la Cámara de Representantes, la cual lo remitirá, junto con el mensaje del Presidente de la República a la Comisión Constitucional respectiva. Recibido el proyecto de dicha Comisión, su Presidente lo pasará a uno de sus miembros para que como ponente estudie su legalidad y proponga que se devuelva o que se estudie en primer debate.
