El Contralor puede Transferir, en cualquier época del año para el cual una partida haya sido apropiada, todo saldo sobrante de dicha partida a la cuenta de sobrantes, cuando el funcionario que tenga el control administrativo del asunto, certifique al Contralor que existe un saldo superior a las necesidades, o que la obra a que se destinó la partida se ha terminado o ha sido aplazada indefinidamente, y que no existen obligaciones por pagar con aquella partida.
