El articulo 123 queda así reformado:

"Art. 123. El día 1o. de Febrero del año en que principia el periodo del Presidente y del Vicepresidente de la Republica, se reunirá la Asamblea Electoral compuesta de los Electores de los Distritos municipales que forman el Distrito electoral. La reunión se verificara en la cabecera del Distrito electoral. La reunión se verificara en la cabecera del Distrito electoral, a menos que, por motivos de trastorno del orden público, el Gobernador del Departamento disponga que se verifique en otro lugar, lo cual se hará saber oportunamente a los Electores."
