Se contratará con un escritor nacional la publicación, en edición de lujo, de una obra debidamente documentada en que se haga la biografía del General Rafael Reyes y se dé cuenta de todas las obras ejecutadas durante su Administración. El contrato que el efecto de celebre sólo requerirá la aprobación del Consejo de Ministros.
