La operación de redes de telecomunicaciones que utilicen las bandas de frecuencias atribuidas al servicio móvil aeronáutico (OR), se considerarán actividades de telecomunicaciones, tendientes a complementar los servicios que garanticen un sistema de control de tráfico aéreo en condiciones de seguridad y confiabilidad.
