Artículo primero. El que por cualquier medio eficaz para divulgar el pensamiento, ofenda el honor, el decoro o la reputación de una persona, está sujeto a sanción pecuniaria de doscientos a dos mil pesos. Si el medio empleado fuere publicación impresa o radiodifundida, o el cinematógrafo, o la televisión, o discurso ante una asamblea o reunión públicas, la sanción pecuniaria será de cinco mil a cien mil pesos, y se impondrá, además, la suspensión de una a diez emisiones del respectivo periódico, cuando este hubiere sido el instrumento de la divulgación.
