El presente decreto rige a partir de la fecha de su publicación, deroga el Decreto 44 de 1999, modifica en lo pertinente el Decreto 1513 de 2000 y surte efectos fiscales a partir del 1º de enero de 2000, salvo lo dispuesto en el artículo 5º del presente decreto.
