ARTICULO 18. Ninguna autoridad podrá establecer o modificar el régimen salarial o prestacional estatuido por las normas del presente decreto, en concordancia con lo establecido en el artículo 10 de la Ley 4a. de 1992. Cualquier disposición en contrario carecerá de todo efecto y no creará derechos adquiridos.
