Autorízase al Gobierno para que pueda hacer construír el edificio mencionado empleando el sistema de administración o el de contrato. Si prefiriere este último, deberá ajustarse a las disposiciones vigentes en la materia, y en tal caso no necesitará de la aprobación del Congreso el contrato que celebre.
