Facúltase al Fondo de Reconstrucción RESURGIR para adquirir por los motivos de utilidad pública o interés social previstos en el artículo 1º y mediante negociación voluntaria directa o mediante expropiación los inmuebles que se requieran para el cumplimiento de los fines previstos en el mismo artículo.
