El papel gravado ad valorem por la Ley 102 de 1923 , queda exceptuado del pago del impuesto sobre el empaque establecido por el Articulo 23 de la Ley 59 de 1917, siempre que dicho empaque sea el ordinario y corriente, como cajas de madera o el usado para fardos.
