Art. 1. Se autoriza al Poder Ejecutivo para conceder privilejio esclusivo a la persona o compa- ñía que con mas ventajas se haga cargo de la aper- de la entrada a la bahía de Cartajena conocida con el nombre de "Bocagrande," de modo que desapa- rezca la escollera de piedras que allí existe, i se haga fácil la navegacion por dicho punto a toda clase de buques; i tambien de construir un muelle sobre pilotes desde el punto interior de la bahía mas inmediato a la entrada de Bocagrande hasta la aduana.
