La junta directiva estará integrada por el Ministro de Trabajo y Seguridad Social, o su delegado, quien la presidirá; por dos miembros designados por el Presidente de la república, con sus respectivos suplentes: por dos representantes del Servicio Nacional de Aprendizaje, SENA, dada su calidad de socio mayoritario, y sus respectivos suplentes, y por un representante de los socios que ostentares el carácter de minoritarios y su respectivo suplente.
