º La Empresa Nacional de Telecomunicaciones tendrá una organización autónoma, y en el cumplimiento de sus fines podrá realizar toda clase de actos y contratos, sea para adquirir vender muebles e inmuebles, transferir y asumir créditos, contraer obligaciones y pactar arrendamientos, sociedades u otros. Cuando la empresa contrate como prestataria, podrá previo acuerdo con el Gobierno, ofrecer la garantía del Estado por el capital e intereses del préstamo.
