Art. 16. En caso de que conforme al artículo 11 de esta ley, se restableciere el cambio de billetes del Banco Nacional, podrá el Gobierno suspender el curso forzoso de tales billetes en las transacciones particulares y autorizar el pago de las rentas y contribuciones públicas en especies distintas de las indicadas en el artículo precedente.
