De la designación de los representantes por el Gobierno. Cuando hecha la convocatoria y dentro del termino legal no se inscribiere ningún candidato, o si en la segunda votación no se alcanzare el porcentaje del 50%, o si realizada la elección los funcionarios elegidos no aceptaren su designación, el Gobierno nombrara los representantes de los funcionarios de Seguridad Social en las Comisiones de Personal del Instituto.
