Art. 8.° En toda Colonia Penal habrá un Director, un Custodio por lo menos para cada quince reos, un Médico, un Capellán del culto católico y dos Maestros de escuela, uno para cada sexo. Todos estos empleados serán de libre nombramiento y remoción del Poder Ejecutivo.
