Artículo único. Abrese al Presupuesto de Gastos de la actual vigencia un crédito adicional por la suma que sea necesaria para pagar lo que adeude en los Departamentos por Personal y Material de la administración pública, por vigencias económicas expiradas.

Al hacer la correspondiente liquidación se tendrán en cuenta las disposiciones legales conforme á las cuales lo correspondiente á Panamá debe pagarse en plata de 0'835.
