Artículo quinto. el municipio de barranca de común acuerdo con la empresa colombiana de petróleos, buscara las fuentes de financiación adecuadas con base en los recursos previstos en la ley 13 de 1968 y en los rendimientos que obtenga de los bienes y servicios públicos del municipio. Las operaciones financieras correspondientes deberán cumplir los requisitos en las normas sobre crédito público.
